Enrolling a child at a nursery or kindergarten in Cluj-Napoca and Cluj county requires a fixed file of documents — the same in the public network as in most of the private network (with minor variations). The list below reflects the official requirements for the 2026-2027 school year, as published in the Cluj-county RMDSZ communiqué and the templates shared by the Cluj-Napoca Nursery Budget Centre.

Required documents

The official list groups documents into six categories:

a. Standard enrollment application — the official form, filled in by a parent or legal guardian. Download below.

b. Copy of the child’s birth certificate — a plain copy; the original must be presented at submission for verification.

c. Copies of the parents’ (or legal guardian’s) ID cards — for both parents.

d. Employment certificate from both parents (or legal guardian). For a parent currently on child-rearing leave, a certificate covering that period is required instead. Mandatory for nurseries and for kindergarten’s extended-programme; for the normal kindergarten programme it isn’t always required.

e. Supporting documents related to general or specific enrollment criteria (medical certificates, social documents, orphan certificate, etc., depending on the case).

f. Sworn statement of responsibility — confirming that all declared information is correct and that the child is not already enrolled in another institution.

Private institutions may add documents (enrollment contract, extended medical form, etc.). Confirm directly with your chosen institution.

Special cases

Divorced parents or shared custody

At enrollment, divorced parents must present proof of how parental authority is exercised and the legal residence of the minor. If joint custody applies, the other parent must also complete a declaration confirming consent for the child to be enrolled at that institution.

Single parent

Attach — depending on the situation — a copy of the death certificate, the final court ruling stripping parental rights, or the guardianship certificate.

Parent on child-rearing leave

Instead of the standard employment certificate, present the leave-period certificate (issued by the employer or, where applicable, AJPIS). For nurseries, this is the document that justifies opting for the extended programme.

Age and priority criteria

  • Nursery (antepreșcolar): children aged 3 months to 3 years.
  • Kindergarten (preșcolar): children aged 3 to 6 years.
  • For kindergarten enrollment, children aged 4 and 5 have priority under the official methodology.

2026-2027 enrollment calendar

The official calendar applies to all public institutions in the county:

  • 18 – 22 May 2026 — Re-enrollment
  • 25 May – 18 June 2026 — Phase I (new children)
  • 22 June – 9 July 2026 — Phase II
  • 17 – 27 August 2026 — Correction phase
  • 4 September 2026 — Final registration

Frequently asked questions

Do I need to bring the original birth certificate? Yes — the original must be brought for verification at submission. Only the copy stays in the file.

Does the employment certificate have a validity period? In practice, institutions ask for a certificate issued in the month of enrollment (or at most 30 days earlier). Ask your employer to use the official template so you don’t have to make a second trip.

Can I enroll my child without an employment certificate? For a normal kindergarten programme, yes. For nurseries and extended programmes, the certificate is mandatory — without it, enrollment isn’t valid for that programme.

How do I prove my home address if it doesn’t match my ID card? With a sworn declaration accompanied by a rental contract, a recent utility bill or a land registry extract.

If my application was rejected in Phase I, do I need to re-submit the whole file? No. The documents stay valid for Phase II and for the correction phase, as long as nothing has changed (employment, custody, address).
